Problem maker or problem solver?

Is God a problem maker or problem solver? Many would say He's a problem solver, yet live as though he allows or even orchestrates problems in our life for some greater plan. The more you come to Know Him and His love for you, the more you realize and walk in his solution to anything that can come against you in this life. He always has the solution; He always leads us in triumph as more than conquerers in Him.
